Public source pulls run every weeknight. Prime Leads does not scrape any source that prohibits it.

Prime Leads confidence is calculated with rule-based scoring across cliff strength, modification pattern, and procurement-in-motion signals. A HIGH label requires a strong cliff, clean option or modification pattern, and a live or closely matching public notice. MEDIUM means the timing is credible but one input is noisy or partial. LOW means something is moving, but timing or contract linkage is still incomplete. No machine learning and no black box.
